Harlow District Council

Our team has worked with Harlow Council since 2004 undertaking condition surveys, preparing reports, Decent Homes analyses, energy efficiency assessments and preparing work programmes; since 2008 we have also provided a remote stock condition database management service.

The need to provide our client with accurate reports and analyses has reinforced the importance of keeping survey data up to date with regular re-surveys and works completed records. Crucial to this is the data that is collected and stored - only data that can be updated should be stored, otherwise part of the database becomes historic and the information held can either distort reports or cause a loss of confidence in the outputs. Similarly the format of the stored data needs to be considered, eg there is little point storing roof covering data against a flat when the work programme refers to the block.

Recently further surveys have been undertaken in two phases. The first, a statistically valid 1000 property sample across the stock, was used to:

  • Develop 30-year expenditure profiles
  • Confirm Decent Homes compliance
  • Assess energy efficiency
  • Provide information for an option appraisal.

The second phase, a further 2000 surveys, provided more detailed information in keys areas to update and reinforce the 30-year expenditure profiles and to assist with work programming.
