Sefton Council - Local Housing Company

Sefton Metropolitan Borough Council consists of a coastal strip of land on the Irish Sea, and extends from Bootle in the south, to Southport in the north. In the south-east, it extends inland to Maghull. The district is bounded by Liverpool to the south, Knowsley to the south-east, and West Lancashire to the east.

 Sefton Council was seeking to establish a Local Housing Development Company and an integrated project team was set up to include the council, their technical, financial and legal advisors and key stakeholders. From an initial 27 council-owned sites, three sites were selected as viable for a newly established Local Housing Company (LHC).

A range of technical services were provided to glean an understanding of the conditions, opportunities and constraints at each site, providing the project team with a high level of confidence in the residential redevelopment proposals. This included architectural layout plans, flood risk assessments, traffic and transportation analysis, geo-technical site assessments, land contamination investigations and preparation of build costs.

 Liaison with the council’s Planning Department, Highways Department and other key stakeholders, ensured compliance with local policies, including the provision of affordable housing within each development option. An outline business case for the LHC proposal was produced and technical, architectural and cost management services have helped develop the final business case and business plan for the project.
